Samuel Naujokas is a Program Research Analyst at The David and Lucile Packard Foundation. He provides research, evaluation, analysis and grantmaking support across both the Ocean and Global Climate initiatives.

Samuel brings prior experience in policy research, intelligence analysis, and program development in the ocean conservation and climate change adaptation fields. Prior to joining the Foundation, Samuel worked with C4ADS to analyze and report on global illegal fishing activities, performed research and advocacy on a wide range of environmental threats for a tribal government in Southeast Alaska, and conducted policy research for several leadingĀ  NGOs working on international oceans governance issues. Samuel is also an alumnus of the AmeriCorps VISTA program. He holds a graduate degree in International Environmental Policy with a focus on ocean and coastal resource management from the Middlebury Institute of International Studies in Monterey and an undergraduate degree from The Evergreen State College.
